Level 1 Tompkins County Registry
New York labels Level 1 as low risk, Level 2 as moderate risk, and Level 3 as high risk. DCJS publicly posts Levels 2 and 3 online. For a Level 1 verification, call 800-262-3257, Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding legal holidays. The caller must provide a name plus one exact identifier: address, date of birth, driver's-license number, or Social Security number.
This phone route explains why a county-filtered directory result cannot prove that nobody is registered nearby. It also limits broad browsing of Level 1 information. Courts assign the level after a risk assessment and hearing. A risk label describes the court's assessment under New York law; it does not allege that the listed person committed a new offense.

The DCJS form directs the user to choose one search mode. County, ZIP code, and Last Name are alternatives, not fields for one advanced query. CAPTCHA is required, and optional checkboxes can exclude people marked Incarcerated, ICE Custody, or In Custody.

First Name, date of birth, risk level, and radius are not public form controls. Do not invent a field or combine modes the portal keeps separate.

Employer, school, and vehicle fields are not guaranteed in every entry. Treat a blank field as unavailable, not as proof that the fact does not exist.
Tompkins County Registry Advisory
On July 24, 2025, Tompkins County issued a public advisory warning residents about information spread by unaffiliated groups. The county directed people back to official TCSO and Ithaca Police registry channels. The message matters because copied lists and social posts can omit updates, confuse levels, or present claims outside the public registry's lawful scope.

The official notice reinforces a sound rule: verify registry claims through DCJS or the appropriate local police agency before acting on them.
Registration Levels and Duties in New York
Correction Law Article 6-C, sections 168-a through 168-w, creates New York's risk levels, public disclosure system, and registration duties. Duration depends on both level and special designation. A sexually violent offender, sexual predator, or predicate sex offender can face lifetime duties apart from the numeric level.

Registrants must return annual written verification within ten days, report an address change in writing no later than ten days after moving, and timely report higher-education and Internet-identifier changes. A first failure-to-comply conviction is a Class E felony; a later conviction is a Class D felony. Level 2 registrants without a special designation may seek relief under Correction Law 168-o after at least 30 years.
Tompkins County Registry Move Alerts
NY-ALERT can send email, text, fax, or telephone notices when a public Level 2 or Level 3 registrant moves into or out of a selected community of interest. It is not a precise radius alert. The public registry itself also has no radius map. Choose the community with care and check the DCJS profile for the reported details behind an alert.
Enrollment is available through NY-ALERT. Alerts supplement the directory. They do not add Level 1 profiles or prove that no other registrant is in the area. When a notice raises a concern about possible noncompliance, contact the law-enforcement agency identified for the jurisdiction rather than confronting anyone.

This service is best used for notification about custody events, not as a substitute for the official registry profile or Level 1 telephone verification.
Using Registry Information Lawfully
The registry exists for personal, family, neighborhood, and community safety. It must not be used to threaten, intimidate, harass, or commit a crime against a listed person. A risk level comes from a court process and does not show present misconduct. Report a suspected violation to local law enforcement and report a data error to DCJS.
Misuse warning: Correction Law Article 6-C states that registry information may not be used to harass or commit a crime, and misuse may be prosecuted.
New York's Sex Offender Registration Act does not create one blanket statewide residence buffer. Executive Law 259-c(14) and Penal Law 65.10 may impose a 1,000-foot school or child-care restriction on applicable people under parole or probation. That is a supervision rule with defined coverage, not a universal statement about every registrant.
